Manipur Chief Minister N Biren on Monday said 29 people were found working in Manipur by illegally entering the state.

Addressing the media, N. Biren said on November 30 last, a team of Mayang Imphal PS conducted an Inner Line Permit (ILP) checking drive at the Mayang Imphal Bengoon area, Imphal West.

During the drive, 29 individuals who were working in the bakery were detected with the labour category of ILP, which, upon verification through Deputy Commissioner, Imphal West, were found to have been issued not in compliance with the Manipur 1LP guidelines, 2019.

An official was suspended for issuing the permit. As per ILP guidelines, 2019 amended in 2022, “Labour Permit” is issued for a specific period to a group of labourers or an individual labourer brought by any contractor, firm, or company or individual engaging them for construction works.”

As per the extant guidelines notified, those individuals should have been considered under Regular ILP valid for 90 days subject to sponsorship by any permanent resident of the State.

Those Labour Category ILP were cancelled, and the apprehended 29 individuals have been deported and sent to their respective home states.

Subsequently, the Home Department has issued instructions to the District Administration concerned and the Deputy Labour Commissioner to do a detailed inquiry into such lapses and initiate stern action against the involved government Functionaries.

The state government has constituted a committee at the state level to review overall implementation of ILP in the state with the Commissioner (Home), Government of Manipur, as Chairman and representatives of UIDAI, the Chief Electoral Officer, the Land Resource Department, and DCs and SPs of districts. Direction has been issued to submit its report within 15 days.
