The Ministry of Home Affairs (MHA) has clarified that no bill concerning the administration of Chandigarh will be introduced in the upcoming Winter Session of Parliament. The ministry stated that the proposal to streamline the central law-making process for the Union Territory is still under examination and that no final decision has been taken.
Reassuring residents and stakeholders, the MHA emphasized that the proposal does not intend to alter Chandigarh’s existing governance framework or its traditional administrative arrangements with Punjab and Haryana. Any future decision, the ministry added, will be made only after thorough consultations and keeping Chandigarh’s interests at the forefront.
The clarification comes after a Parliament bulletin listed the Constitution (131st Amendment) Bill, 2025, which sought to bring Chandigarh under Article 240, granting the President powers to make regulations for the UT. The move prompted strong objections from Punjab leaders, leading the Centre to confirm that the Bill will not be tabled in the Winter Session.
